The following item is taken from
Relampago DX #112 (December 1999) by Takayuki Inoue Nozaki. It is placed here with permission.
On December 27, 1998, I arrived at the "Las Americas" International Airport of Santo Domingo. It was strangely just eight years after my first visit to the Dominican Republic. My first visit to the Dominican Republic was made on a business trip, thus I did not have enough time to devote myself to monitoring to the local broadcasters. However, during my short stay in Santo Domingo, I visited Radio Clarn while it still transmitted on the shortwave frequency of 11700 kHz in the 25 meter band. The second journey was with three objectives: the first was studying the current broadcasting circumstances in Santo Domingo; the second was visiting two shortwave stations that appeared after my first visit; and the third was visiting Port-au-Prince, the capital of the Republic of Haiti, by overland.
With a growing population of 729,000, Santo Domingo is the capital of the Dominican Republic. It was founded in 1496 by Christopher Columbus' brother Bartolom. Being the first capital in Spanish America, it was also the site of the first church, cathedral, and university in the New World. For years the city was the base for the Spaniards' exploration and conquest of the continent: from it Juan Ponce de Len sailed to discover Puerto Rico, Hern Corts launched his attack on Mexico, Vasco Nuez de Balboa discovered the Pacific, and Diego de Velzquez set out to settle Cuba. The Caribbean capital has a unique historical part and enough colonial landmarks to sweep one back to the 16th century. In the colonial sector of the city on the west bank of the river Ozama, there are many fine early 16th century buildings.
In Santo Domingo, there are 29 medium wave, three shortwave, and 36 FM stations listed as operating in the World Radio and Television Handbook 1999. But as of December 1998, I confirmed that 22 medium wave, three shortwave, and 41 FM stations were currently on the airwaves. Seven stations on medium wave were not heard during my stay there. According to a tip from my friend working at a broadcasting station, La Voz de las Fuerzas Armadas and Radio HIN have not operated on medium wave for some years, and the other five medium wave stations were temporally off the air due to lack of operation expenses, or transmitter failure.
To my knowledge, the only shortwave outlets occasionally to be captured in Japan between 1980's and 1990's are Radio Cima 100 (4960.1 kHz) and Radio Clarn (11700 kHz). Commercial broadcasting on shortwave is currently not a prosperous business in the Dominican Republic. Nevertheless during this period, some commercial stations came back to the shortwave band on the occasion of the 500th anniversary celebrations honoring the arrival of Christopher Columbus to the New World: HIAS Onda Musical (4779.9 kHz), HIAQ Radio Norte "La N 103" (4799.8 kHz), HICV Radio Barahora (4930.0 kHz), HIMI Radio Cristal Internacional (5009.9 VkHz), HICN Radio Antillas (5955.1 kHz), HIAZ Radio Santiago (9877.5 VkHz). In addition to these commercial stations reactivating their shortwave outlets, three broadcasters newly commenced the shortwave transmissions: HIVR Radio Cima 100 (4960.1 kHz), HIAJ Radio Amanecer (6025.1 kHz), and HIAM Radio Quisqueya (6235.4 kHz).
Despite the relatively low output power, these shortwave outlets have been heard with fairly audible signals in the United States and Europe. However in Japan, they have never been logged in the recent 20 years due to low power transmission and particularly interference from Asian and international broadcasters. Presumably the reception difficulties are caused by propagation paths for radio waves arriving from Caribbean countries to Japan.
Following is a monitoring list of radio stations in Santo Domingo that were operating on medium wave, shortwave and FM as of late December of 1998. It also includes some radio stations listed in the World Radio TV Handbook 1999, which were not audible during my stay in Santo Domingo.

REPUBLICA DOMINICANA
The Dominican Republic, situated between 18 and 20 north latitude and 66 and 72 west longitude, is the heart of the Caribbean. It is the second largest of the Caribbean islands with an area of 48,308 square kilometers (i.e. 18,816 square miles). Being literally the "peak" in the Caribbean, Pico Duarte, formerly known as Pico Trujillo, soars at 3,175 meters above sea level, while four rugged mountain ranges or cordilleras slash the length of the land. Between these lie rich, fertile valleys, One of the depressions in the southwestern region holds Lake Enriquillo, which contains salt-water and is the lowest point of Dominican territory, at approximately 44 meters below sea level. The Dominican Republic occupies the eastern two-thirds of the Hispaniola island (discovered by Christopher Columbus on December 5, 1492), lying between Cuba on the west and Puerto Rico on the east. The boundary between it and the Republic of Haiti, which occupies the western part of the island, is 388 kilometers long, running from north to south, a borderline settled after several treaties with the French during colonial days, the Dominican side being represented by Spain. It has a coastline 1,527 kilometers long. The Dominican Republic has a very pleasant climate. A tropical country, the temperature stays between 18-to-32 degrees centigrade on the northern coast and is a bit warmer in Santo Domingo, particularly in July and August. On the northern coast, the trade winds and the mountains combine to give the air a fresh, crystal clean quality. From December through February, it is significantly cooler in the night, but it is always warm in the daytime.Medium wave
